This is a nano technology plant nutrient that causes a bloom of Diatom Algae in any waterbody and this results in increase in the dissolved oxygen level and thus cleans up the water.

		<description>It figures a former member of the end gridlock team would support charging residents of Montgomery County to drive through it. He supported growth in all areas of this County calling his proposals Smart Growth,  he voted to dismantle the annual growth policy in 2003, he promoted transit-oriented communities thru-out our County yet he forgot the transit element, and now just says oops maybe we should charge people to drive. I say give the residents options before going to the extreme of charging, you create a problem then expect people to pony up cold hard cash. Life in Montgomery County is expensive enough with spiraling property taxes, Gas prices going up almost everyday and all the other costs associated with living in Montgomery County. Knapp should be working on a functional growth policy whee developers pay for their impact or areas of this county go into moratorium, last year they approved a growth policy that does very little and in my opinion was a waste of time, he should be finding money to build the transit he so relied on before he voted on the excessive growth. instead of union contracts that are unsustainable, manage the budget, build the infrastructure then if necessary talk about hot lanes.</description>

We already understand what it means when there is a problem on the beltway and Randolph Road becomes the alternate Beltway on the North side of town.  Increase the capactity of an already over-stuffed road and &quot;WHEN&quot; something fails,  not if a fault occurs we will all suffer, because the alternatives can&#039;t handle the beltway capacity.

An Upper Marlboro to Bowie to Laurel to Annapolis Junction to Germantown to Herndon to Centereville to Manasas to Woodbridge could take tons of traffic off the existing beltway for the perimeter commuters and North/South traffic that has no need to go into the beltway.  How much Baltimore to Richmond traffic is mandated to go onto the beltway now that has no need to go to the DC metro area.  Germantown road is right across the river from 7100 Fairfax Pkwy already, where is the alternative bridge?</description>
